The present work was commissioned by Manuel Rodrigues Leitão in 1659, with the aim of refuting the Treaty on the provision of the bishops of Portugal by D. Francisco Ramos del Manzano. The Portuguese Court had it printed twenty years after the death of its author for political reasons, according to Inocêncio's conjecture. The famous bibliographer attests that the date of printing coincides with the time of disagreements between D. João V and Pope Clement XI due to the pontiff's refusal to appoint the nuncio to Lisbon as a cardinal. Hence, the publication of this treaty is seen as a formal threat of breaking off relations with the Church of Rome. Inocêncio also declares that, in doctrinal terms, this work has deserved great esteem by all generations, being constantly cited in the matters it deals with.
