During its early years German Zionism was primarily a philanthropic enterprise on behalf of the Jews of Eastern Europe. Shortly "before World War I, however, its focus shifted to a more direct, personal involve ment, which theoretically committed German Zionists to emigrate to Palestine themselves. Nevertheless, relatively few actually did so, at least before 1933. Set against the background of Jewish and German history, Zionism in Germany shows how Zionist ideology operated to shape a new Jewish identity within Ger many and, paradoxically, made German Zionists all the more comfortable in remaining where they were.
