It says that whereas Nazis recommend to keep on fighting, the reality is that the future of Germany recommends to end up fighting. It gives some guidelines during the last weeks of war to people that want to surrender or just struggle against Nazi orders within the Reich, such as listening to foreign radio broadcastings etc. The Russians are close to defeat the III Reich!
